Meet the buyer Event: Balfour Beatty the Preferred Tenderer for Primary Care Centre PPP programme

The National Development Finance Agency (NDFA) and HSE in partnership with Enterprise Ireland are supporting an information and networking event connecting local suppliers to opportunities in the construction sector as part of the €160m Primary Care Centre PPP programme.

The ‘Meet the Buyer’ series of events takes place on the following dates: Tuesday 15th, Wednesday 16th and Friday 18th September in Dublin, Waterford and Mayo. These free events are open to construction suppliers and enterprises in a wide variety of supply categories. Facilities Management subcontractors with expertise in areas such as planned preventative maintenance and cleaning services are also invited to participate. Through a series of short 5 minute “pitch” meetings, attendees can find out more about the process of becoming a sub supplier.

The project will deliver a network of primary care facilities integrating primary, community and continuing care and social services.

Tuesday 15th September – Dublin, 8.30am – 2.30pm

Wednesday 16th September – Waterford City, 8.30am – 10.30am

Friday 18th September – Claremorris, Co Mayo, 8.30am – 10.30am

The scheme encompasses the design, build, finance and maintenance of 14 primary care centres along with ongoing facility management services. Healthcare services will be managed by Ireland’s Health Service Executive (HSE) after the centres have been constructed.

This is one of the first four European projects earmarked to receive funding through the European Fund for Strategic Investments (EFSI), an initiative between the European Commission and the European Investment Bank established to stimulate growth and enhance European competitiveness.

The NDFA’s role in this project is as the procuring body and financial adviser for and on behalf of the Department of Health who are the Sanctioning Authority with the HSE as Sponsoring Agency. Overall the NDFA is responsible for delivering €650 million of PPP projects as part of the €2.5b Infrastructure Stimulus Programme announced by the Irish Government in July 2012. This strategic healthcare building project will deliver in the region of 1,200 construction jobs. These projects include the primary healthcare centres, Grangegorman DIT campus, schools and courthouses.

The consortium Prime Balfour Beatty, consisting of companies including Balfour Beatty Construction, JJ Rhatigan & Company and Aramark, will deliver the 14 Primary Care Centres across Ireland and support the government’s plan to develop modern health services with an integrated, multi-disciplinary model of care.

There will also be an Enterprise Support zone at the event, where attendees can access information on business supports through the Local Enterprise Office network and Enterprise Ireland. The Department of Social Protection will provide delegates with information on the Pathways to Work initiative (including the Jobs Ireland Services) and check eligibility for the JobsPlus scheme. Other participants in the Business Support Zone include the Office of Government Procurement (OGP) and the Strategic Banking Corporation of Ireland (SBCI).

The fourteen Primary Care Centres will be built across 14 sites in 10 counties in locations across Ireland.

Construction is expected to commence in Q4 2015, with delivery of the first Primary Care Centre due for delivery in Q1 2017 and the final Centre due for delivery in Q4 2017.

All Primary Care centres identified will include accommodation for Primary Care Team services including General Practitioner (GP) services. In addition a number of centres will include a wider range of community based services, such as dental services, community mental health services, child and adolescent mental health services, early intervention teams, and Doctor on call services. There will be no pharmacies on these sites.

HSE’s National Director of Primary Care, John Hennessy, added:

“In 2014, more than half of the HSE’s total health expenditure on operational services is in the community healthcare sector. This sector is significant and the reform of these structures will facilitate a move towards a more integrated healthcare system, improving services for the public by providing better and easier access to services, services that are close to where people live, more local decision making and services in which people can have confidence. The fourteen sites being developed are part of this initiative”.
